Regulatory Compliance and Civil Rights

The purpose of the Office of Regulatory Compliance and Civil Rights is to manage, coordinate and implement federal civil rights programs in accordance with federal regulations, provide technical assistance to Long Beach Transit stakeholders for compliance with these federal programs, all applicable policies, and laws in order to accomplish the agency’s goals.

The Regulatory Compliance and Civil Rights Officer (RCCRO) is responsible for directing and overseeing the regulatory compliance for the following programs: Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), Title VI (part of the Civil Rights Act of 1964), Equal Opportunity Program (EEO) (Title VII of the Civil Rights Act), and Americans with Disabilities Act of 1990 (ADA).

Americans with Disabilities Compliance

The Americans with Disabilities Act of 1990 (ADA) prohibits discrimination and ensures equal opportunity and access for persons with disabilities. The Regulatory Compliance and Civil Rights Officer (RCCRO) assists in compliance oversight under ADA federal regulations 49 CFR Parts 27, 37, 38 and 39. This includes ensuring that ADA guidelines are consistently followed and applied.

Equal Employment Opportunity Compliance

The Federal Transit Laws, 49 U.S.C. 5332(b), provides that “no person in the United States shall on the grounds of race, color, religion, national origin, sex, or age be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any project, program or activity funded in whole or in part through financial assistance under this Act.”  This applies to employment and business opportunities and is considered to be in addition to the provisions of Title VI of the Civil Rights Act of 1964.

The Regulatory Compliance and Civil Rights Officer (RCCRO) assists in the compliance oversight for LBT’s EEO Program in accordance with FTA requirements under FTA EEO Circular ( 4704.1A), also see LBT’s EEO policy statement.

Title VI Compliance and Complaint Process

Title VI of the Civil Rights Act Title VI, 42 U.S.C. § 2000d et seq, was enacted as part of the Civil Rights Act of 1964. It prohibits discrimination on the basis of race, color and national origin in programs and activities receiving federal financial assistance.

Compliance with Title VI of the Civil Rights Act of 1964 is a federal mandate for all agencies providing public services. Title VI applies to all aspects of the services provided by LBT, which are required to be provided without regard to race, color or national origin. In addition, agencies must also comply with Executive Order 13166, “Improving Access to Services for Persons with Limited English Proficiency.”

LBT has a Title VI Steering Committee (headed by the Title VI officer), comprised of agency department stakeholders and works to integrate program requirements when implementing fare and service changes, as well as any other areas requiring Title VI compliance. Notice of Public Rights under Title VI

  • Long Beach Transit operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been subjected to any unlawful discriminatory practice under Title VI may file a complaint with Long Beach Transit.

    LBT is committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis of race, color or national origin, as protected by Title VI of the Civil Rights Act of 1964, as amended (“Title VI”).

    If you believe you have been subjected to discrimination under Title VI, you may file a complaint with LBT – Attn: Title VI Complaints at 1963 E. Anaheim Street, Long Beach, CA 90813, via e-mail, or call 562.591.2301.

    Title VI complaints must be filed within 180 days from the date of the alleged discrimination. LBT will investigate the complaint and will provide a determination. If you disagree with the determination, you can appeal and submit your complaint directly to:
